Step 1 - With WPBakery, go to Theme Options → Static Block → Add New Block to create the content and use this feature:

With Elementor, go to Theme Options → Elementor Header & Footer Builder → Add New Custom Block to create:

Step 2 - Navigate to Custom Tabs to Add New Custom Tab
